Administrative History
In 1936, Rochester, New York City Manager Harold Baker formed a Citizens' Committee to study the administration of public welfare in the city. Led by attorney Howard M. Wood, the Committee carried out a nine-month study of the public welfare system and its administration. The final report of the Committee came out in June of 1937. It recommended the consolidation of public welfare in the City and surrounding towns under the direction of a single department. A decrease in work relief and increase in home relief was also recommended, along with seeking legislative action to allow the deportation of aliens on the relief roles.

Condition Description
These materials are in generally good condition. The papers do show some discoloration and slight embrittlement due to age, but can still readily be handled.
