Historical Note
On February 6, 1942 President Roosevelt allocated $5,000,000 to the Administrator of the Federal Security Agency for providing temporary aid to civilians, necessitated by enemy action. As time went on, the President supplemented this allocation to provide temporary aid to civilians within the U.S. who were injured as a result of enemy attack or of action to meet such attack as civilian defense workers.
The Federal Security Agency accepted claims to be paid out of the President’s Allocation of October 5, 1942, as referred to in Office of Civilian Defense, Washington, D.C., Operations Letter No. 95 December 1, 1942. President Truman terminated this program as of April 30, 1945. All claims had to be filed by June 15, 1945.
Mr. John A. Lowe, Director of Libraries, was named as official custodian of records for the Rochester War Council and the Office of Civilian Protection. Mr. Lowe designated Miss Emma B. Swift, Curator of the Local History Division, to assemble and compile the various records which may have historical value.
